Temporary Lodging Allowance

These rules are applicable to military members only. Upon arrival at Yokota AB, you will be offered the first-available unit within your grade category regardless of your preference (AFI 32-6001). If you turn down your first offer for personal preference, you will not lose your position on the waiting list; however, your Temporary Lodging Allowance (TLA) will be stopped effective the date the offered house would have been available for occupation. At that time your Cost of Living Allowance (COLA) will be the only entitlement you will receive. You will not be entitled to receive Basic Allowance for Housing (BAH) if you were receiving it from your previous assignment. As of Oct. 1, 2005, the JFTR does not authorize BAH once TLA is terminated.
If you choose to wait for a personal housing preference, you will incur out-of-pocket expense to retain lodging. It is also recommended that you call lodging prior to your permanent change of station (PCS) to Yokota to ensure you can financially afford the out-of-pocket expense and to inquire if lodging can accommodate your stay while you await your housing preference. If non-pet housing is the only unit available, you may be required to accept it and make alternate arrangement for your pets.

TLA for inbound military families is processed in 10-to-15 day increments. You will need to come to the housing office and fill out an AF Form 1357, "Request for Temporary Lodging Allowance," and submit three copies of your orders and billeting receipt.

Housing Allowances

COLA is given to all command-sponsored military personnel assigned to Yokota Air Base. COLA is not authorized while the military member is on TLA status.

Overseas Housing Allowance (OHA) is given to all command-sponsored military personnel assigned to Yokota Air Base that are authorized to live off base. Currently, Yokota AB operates under an "On-Base First" policy for military members. All newly assigned military members are required to live in either Unaccompanied Housing (UH) or Family Housing (FH). Civilians may be permitted to live on-base if space is available, however key and essential civilians are required to reside in UH or FH.

Dislocation Allowance (DLA) is paid at a rate determined by the secretary of defense and increases by the annual pay raise. It is payable to all military members with dependents when dependents relocate their household goods in conjunction with PCS. It is also payable to military members without dependents if they are not assigned to permanent government quarters upon arrival at the new Permanent Duty Station (PDS).

Partial DLA (PDLA) is given to members that are moving out of housing at a PDS for government convenience. A partial DLA will be paid to a member who is ordered to occupy/vacate government family-type quarters due to privatization, renovation or any reason other than PCS. Partial DLA is not authorized for those local moves from government quarters upon separation/retirement, incident to PCS, or for the member's convenience to include promotion, change in family size or bedroom requirement, voluntarily initiated by the member, pending divorce, family separation or due to member's misconduct.

Civilian members with a PCS to Yokota are entitled to receive Living Quarters Allowance (LQA). They must contact their Civilian Personnel Office for information on LQA and other entitlements.
