YOKOTA AIR BASE, Japan -- Japanese customs agent Okawar Tadashi checks the outside of a bus with his dog, Spark, trying to find hidden explosives. Mr. Tadashi and other customs agents are participating in a joint training exercise -- established six years ago to build relations and expertise among the teams -- with Yokota military working dog handlers.
