Stepping up

Hirokatsu Arzuaga is presented with a Civil Air Patrol Billy Mitchell Award and promoted to cadet second lieutenant by Colonel Scott Maskery, 374th Mission Support Group commander at Yokota Air Base, Japan, September 10, 2015. The Billy Mitchell Award is a milestone in the Civil Air Patrol Cadet Program, signifying entry into the cadet officer ranks and acceptance of new challenges. The Billy Mitchell Award is looked upon favorably by US service academies and Reserve Officer’s Training Course scholarship boards, and also entitles the member to enlist in the Armed Forces at the advanced rank of E-3. Arzuarga also assumed command of the cadet flight from C/Capt Michael McDougall during a change of command ceremony with Lt. Col. Adam Boyd, Yokota Cadet Squadron Commander, presiding.
